Norfolk is generally devoid of decent climbs due to its gentle, undulating topography.  The Nar valley near Castle Acre is one of the best inland areas for hills although there are no climbs that are genuinely tough.  The one that came closest was Tumbley Hill in West Acre.  Out of pedantry, I have combined three roads to create the most challenging route to the top.  The statistics make this climb look harder than it is.  The gradient is steady for all the way other than a tame 10% push at the end.  Having said all this, the roads in this area are perfect for cycling with almost no traffic and lots of ups and downs.
